The main objective of this research was to identify and prioritize the drivers for improving the psychological empowerment of human resources in government organizations. The present study is based on a mixed exploratory (qualitative-quantitative) approach in terms of methodology. In the qualitative section, the meta-synthesis method was employed to identify the drivers, and the seven-step framework of Sandelowski and Barroso (2007) was selected as the basis of the work. In the quantitative section, the futures study method and structural interaction matrix were used to prioritize the identified drivers. The obtained data were then analyzed using MAXQDA 24 and MICMAC 6.1 software. The expert panel of this study consisted of 25 managers and experts in the field of human resource management, who were purposefully selected. The findings of this research in the qualitative section showed that 51 open codes were organized into 22 components and 8 main themes, including: enrichment of endogenous psychological resources, development of developmental leadership patterns, management of digital transformation processes, meritocracy in human resources, excellence of work environment ecology, maturity of job identification processes, establishment of green management processes, and improvement of employees' behavioral outcomes. The findings in the quantitative section showed that the influential drivers included meritocracy in human resources, development of developmental leadership patterns, excellence of work environment ecology, and enrichment of endogenous psychological resources, while the influenced drivers included maturity of job identification processes, improvement of employees' behavioral outcomes, management of digital transformation processes, and establishment of green management processes.
